The drafting principle

Describe the verified delta, not a dramatic conclusion.

“Panel has no room,” “wiring is bad,” and “not to code” are rarely enough for a customer to approve. State what the original proposal assumed, what qualified personnel actually observed or verified, what analysis or authority decision remains, and what exact next scope is offered.

Customer authorization does not replace electrical safe-work practices. OSHA requires safety-related work practices appropriate to the hazard and generally requires exposed live parts to be de-energized unless specific exceptions apply; equipment not de-energized under the required procedure is treated as energized. Keep the customer-facing outage decision connected to, but distinct from, the employer’s safety procedure.

Eight electrical fields

    Mark pathways, openings, attic/crawl/ceiling access, fire-rated or finished assemblies, owner-cleared areas, lift/scaffold, and stop conditions.

    Power and safety boundary

    Identify affected areas, outage window, notice, sensitive equipment, facility coordination, and customer responsibilities without prescribing the contractor’s safety procedure.

  6. 06

    Authority and product

    State adopted jurisdiction, permit/inspection responsibility where applicable, drawings/calculations, specified/listed product, owner-supplied items, and substitutions.

  7. 07

    Money and time

    Use fixed, unit, T&M, or NTE pricing; show credits, tax/markup, permit fee basis, lead time, added days, inspection dependency, and payment.

  8. 08

    Closeout

    Define project-specific tests/observations, labels/directories, photos, inspection record, remaining conditions, finish restoration, signatures, and completed copy.

Example 01 · Fixed $1,480 · +1 day

Four owner-requested receptacles after rough-in layout

Original: device plan E-2 dated [___], walls open, listed branch circuit and standard device/plate. Change: add four receptacle locations R-21 through R-24 at marked heights, including boxes, permitted wiring method, devices, plates, supports, circuit identification, and project-required verification. Price assumes: open-stud access before insulation/drywall, route shown on E-2R1, and capacity/connection consistent with qualified review. Excludes: dedicated circuit, panel modification, drywall/paint, low-voltage, relocation after wall close, and utility work. Customer approval due [time] to avoid rework and schedule impact.

Example 02 · Diagnostic NTE $850

Panel and circuit condition differs from proposal assumption

Baseline: add [equipment] using existing panel/circuit capacity subject to field verification; service or panel alteration excluded. Finding: observed equipment identifiers, spaces, conductor/overcurrent information, and connected-load facts differ from stated assumption; photos P-01 to P-06 attached. Authorized next step: qualified field documentation and project-specific load/circuit review, plus authority or design coordination where required, up to $850. Stop: no new circuit, panel, service, energized work, permit application, or utility request is authorized by this diagnostic stage. Present priced options after verification.

Example 03 · T&M with $2,200 NTE

Planned concealed route blocked or inaccessible

Original: route new circuit through accessible attic and listed wall bay with two small openings. Discovery: fire blocking, inaccessible framing, duct, structural member, or finished assembly prevents the shown route at locations A-03/A-04. Change: investigate alternate route within marked zone, use labor $[___]/hour and listed materials/equipment at [basis], notify at 70% of NTE, and stop before structural alteration, fire-rated assembly penetration/restoration, exterior raceway, additional-room access, hazardous material, or another system. Restoration: temporary covers included; finish patching and painting excluded.

Example 04 · Fixed $975 · +0.5 day

Switch and fixture relocation after customer walk-through

Original: switch S-04 and fixture F-07 at approved plan locations. Change: relocate S-04 by 32 inches and F-07 by 18 inches to revision E-4R2 before wall close; remove/abandon prior rough locations as permitted, revise route/support, install customer-approved boxes, and update field markups. Includes: current open-wall condition and one coordinated outage. Excludes: fixture cost, framing/header alteration, drywall/paint, ceiling reinforcement beyond stated support, patching completed finishes, and further relocation. Schedule extends one half working day.

Example 05 · Owner-supplied fixture option

Fixture weight, control, or listing differs from allowance

Baseline: install owner fixture within stated weight, mounting, voltage, dimming/control, location, and included-parts assumptions. Inspection: delivered [manufacturer/model] differs in [verified attribute] or lacks [listed component/instruction]. Options: owner supplies compliant complete item by [date]; contractor supplies approved alternate with credit/delta; or approve separately designed support, box, control, conductor, access, or assembly work for $[___]. Excludes: manufacturer/product warranty, return freight, concealed reinforcement, ceiling finish, incompatible controls, and schedule loss beyond stated allowance. Installation proceeds only after exact product documentation and project requirements are resolved.

Example 06 · Fixed $1,760 plus actual fees

Permit or inspection requires verified additional scope

Trigger: [authority having jurisdiction] review/inspection record [ID/date] identifies a project-specific item affecting the permitted work. Change: quote the exact documented requirement or correction, affected location/circuit, added and deleted materials/labor, drawing or permit revision, reinspection responsibility, fee basis, outage, testing, and two added working days. Excludes: unrelated existing conditions, concealed defects, utility changes, engineering not listed, finish restoration, and any broader “bring entire property to code” promise. Attach the official record and revised marked scope; approval does not waive authority acceptance.

Use qualified and licensed people, employer safety procedures, product instructions, plans, calculations, permits, inspections, and the code adopted by the actual jurisdiction where required. This form is not a code determination or electrical-work instruction.

    Are outage and access coordinated?

    Name affected areas, customer notices, sensitive operations, work window, pathway, openings, protection, and restoration owner.

    Does price match uncertainty?

    Use fixed scope when defined; otherwise use unit, T&M, or NTE controls with warning and stop conditions before expansion.

  5. 05

    Are approval and release distinct?

    Confirm signatures plus permit, inspection, design, product, procurement, access, outage, and internal safety prerequisites before field release.

Research basis

Customer scope and electrical safety are connected, but not interchangeable.

OSHA’s electrical work-practice rule says safety-related practices must protect workers from direct and indirect electrical contact. It generally calls for exposed live parts to be de-energized before work unless specified exceptions apply, requires a qualified person to verify de-energization where covered, and treats parts not de-energized under the required procedure as energized. This guide therefore records customer-facing outage coordination without attempting to write the employer’s safe-work procedure.

OSHA also defines qualified status in relation to equipment construction, operation, and hazards. Code adoption, licensing, permits, inspections, calculations, and authority decisions vary by location and project. A strong change order identifies the actual authority and verified record rather than turning generic educational language into a compliance guarantee.

Should the outage be part of the change order?

Yes: affected areas, expected window, notices, access, sensitive equipment, prerequisites, and contingency belong in the customer decision. Contractor safety procedures remain separate.
