The short answer

Authorization and daily documentation are different jobs.

The authorization defines scope, labor rates, materials and equipment treatment, markup, tax, estimate, ceiling, payment, schedule, and permission to proceed. The daily ticket records actual resources and progress under those rules.

An estimate predicts. A not-to-exceed amount limits. Do not use the terms interchangeably.

    Define the variable scope

    Identify authorized tasks, location, exclusions, and the condition that makes final effort uncertain.

    Set every rate and cost rule

    List labor categories, materials, equipment, travel, overtime, markup, tax, minimums, and subcontract treatment.

    Estimate and cap

    Separate the good-faith estimate from an explicit not-to-exceed ceiling and notification threshold.

    Record each day

    Capture time, receipts, equipment, progress, photos, daily total, cumulative total, and remaining ceiling.

    Reconcile and retain

    Correct discrepancies promptly, define acknowledgement meaning, and preserve all tickets with the agreement.

T&M needs defined rates, records, and active controls.

FAR 16.601 describes T&M as labor hours at specified fixed hourly rates plus material cost and warns that this structure offers no positive incentive for cost control, making oversight important. Oregon CCB describes homeowner T&M as hours billed, materials used, and agreed markup, and warns an estimate may be exceeded without a not-to-exceed clause.

Caltrans force-account guidance illustrates useful daily discipline: record authorized work, date, location, labor, equipment, materials, hours, quantity or progress, and supporting invoices on the day observed. These are drafting examples, not residential rules.

Time and materials questions

Is a daily ticket the same as authorization?

No. Authorization establishes the rules; the ticket documents performance under them.

Does an estimate cap the price?

No. Use explicit not-to-exceed language when a ceiling is intended.

Should material markup be included?

Only as allowed and disclosed by the agreement and applicable law. State its basis and percentage.

What does the customer signature mean?

Say whether it confirms field quantities, authorizes billing, or has another defined effect.
